There are definitely two women in this movie (the characters of Sydney and Laurel-Ann are part of a core cast of about four people. Kind of hard to miss), they spend the majority of the movie interacting with each other, and I think they're a lot more worried about what's going on in the news/the possibility of turning into freaking zombies than men. In my opinion, this movie without a doubt passes all three tests...

I agree with Casey, this at LEAST passes the first and second parts of the test, and I seem to remember a conversation about making some tea, although that's all I have off the top of my head.

Pontypool DEFINITELY passes the first two tests.
As for the third test:
Each of these "conversations" are a few lines long, but given the nature of the movie, that's a pretty long conversation.
- Sydney and Laurel Ann talk about Laurel Ann's tour of duty while on air.
- They talk about a regular (female) caller (Mrs. Tripp?) who hasn't called in.
- They talk about a Code 48 in progress, how there's nothing on the wire, how to find out what's going on. (They mention Grant once, to say NOT to tell him anything.)
- They talk about the freaked out fishermen (although male, they talk about it like a news story, in my opinion, not as people).
- They talk about the Lawrence and the Arabians group (half male, half female, referred to as a group).
- A lot of their sources have male names, but they talk about the sources. Does that count?
- They talk about listening to the obituaries, Sydney left her cell in the booth and wants to talk to her kids, she asks Laurel Ann about Afghanistan
-- At this point Laurel Ann gets infected.

All in all, it seems to pass the third test. Since there are very few actual conversations in the whole movie (mostly Grant talking on air), and Laurel Ann gets infected about half way through, it might still be a tough call.

I agree with the other comments. in fact, the two named women talk to each other within the first 8 minutes of the film....
