For a 1941 film, there's a surprisingly high number of named women in talking roles. Still, I would say it barely passes.
There's a scene with Barbara and Mrs. Sangre (Alyce), in which the former is trying to break the hypnotic influence of the other. Barbara pleads, and Alyce resists, saying "No! No!". It's small, but it's there.
Later, there's a scene with Samantha and Tahama, in which they discuss kitchen duties. The conversation quickly turns to the subject of the zombies (all men) and the new white zombie (McCarthy, also a man), but even for a few seconds, they were on neutral grounds.
It's also possible to count that later Tahama speaks to Barbara during the voodoo ceremony, but since Barbara was in a trance, it may not really count.
