Bo Peep is an extremely strong lead female character with her own ambitions which she achieves on her own. She has several interactions with her best friend Giggle McDimples about things besides men, and also interacts with Gabby Gabby and Jessie throughout the film, with her final interaction with the latter being a loving exchange between friends. Bonnie and her mother also talk multiple times about what Bonnie is doing, has done, or how she is feeling. Many other interactions between female characters happen throughout the film, and barely any involve men in any way.

For me it's clear that the movie doesn't pass the test. There are multiple named female characters, but they scarcely talk to each other alone and for long. Bo Peep and Giggle McDimple talk just two times and each time about Woody. Other contacts between female characters aren't even considerble dialogs or interactions. The last with Jessie is just a hug, come on!

The longest conversation between female characters (not involving men) that I caught is maybe 10-15 lines between Bonnie, her mother, and the kindergarten teacher when Bonnie first goes to school. Giggle and Bo do talk but they can only go a handful of lines without steering the conversation towards Woody. There's a brief, 3-lined interaction with Dolly, Mrs. Potato Head, and Jessie in the RV ("What do we do?" "We have to stop them!" "How?") and of course the hug between Jessie and Bo at the end.

i agree with the rating, in this movie they're more women characters than the first movie, this time showing Bo leading her own path, not afraid and taking chances to discovering her world, woody saw that and gave him sense of courage and being okay to leave his comfort zone. Bonnie being the first girl to what's consider "boy" toys. also showing girls it's okay to like a rockets and dinosaurs. the dialog in part 4 did reach out to both genders equally.

There aren't a lot of female to female conversations. But this movie definitely passes. One conversation that isn't even main characters in between Harmony and her grandmother, Margaret. Towards the end of the movie, when Woody goes back into the antique store after their failed rescue attempt, Margaret asks Harmony to help her close to the store. Harmony then asks if they can go to the carnival afterwards. Margaret says yes.

All the debate here about the strength of the female characters is irrelevant as we have at least two named female characters (passes the first part of the test). And they talk to each other, about something other than a man multiple times. Even if we throw out Bonnie’s mom as not being a “named” female character, we can use this conversation between Bo Peep and Officer Giggles (0:45.04-11) that clearly passes the Bechdel test:

Bo Peep: “Tape!”
Giggles: “Not a bad hiding spot”
Bo: “Yeah. Leave the skunk. We’ll fix it later”
Giggles: “10-4”
Bo: “This will be more fun.”

This is a conversation between two named female characters that is not about a man, so this passes the Bechdel test. End of debate
