I think it fails all 3 tests. Who is the second woman besides 99? IMDb lists a "Judy", but I don't think her name is mentioned in the movie.

Judy is definitely named in the movie. She's the receptionist/secretary (?) at CONTROL. Maxwell Smart talks to her and calls her by name.
