In the movie's opening, Bella (Ricky's foster mother) and Paula (a child welfare worker) discuss the logistics of the Child Welfare program, including her (poor) inspection of Bella's house and explaining that she will give routine checkups. This conversation (the second of the two that they share) focuses on Paula's work, not Ricky; in the middle of the conversation, however, Paula turns to her fellow officer Andy, asking him to "inspect" the house as well (which he does with one word before turning away again) making the conversation's validity possibly dubious.

Agree it passes, but think it needs the dubious tag. The two named women are having a conversation about the standards needed to maintain foster parenting status, sure, but it's primarily and essentially a conversation about Ricky and what Ricky will need. If they talked about anything else (the weather, etc) it would be a clean pass.
