There are several important (and strong) female characters with large parts in the film, and although they interact with each other infrequently, there are a couple of scenes that would qualify. Sandra (a major character) has a (very short) exchange with her mother (Rhonda) about the nature of the movie they are about to watch. That movie is the centrepiece of the film, so this exchange is not a throwaway moment.
Sandra also has a lengthy confrontation with two female teachers (and another female student) when she refuses to "duck & cover" during an air raid drill. Sadly, the two teachers and the student are not given names, but the scene is an important one, and they are most definitely not discussing men.
I would personally pass this film, although it doesn't exactly pass with flying colours.

I just rewatched this film recently and yes there are named female characters who talk to each other and not always about. Not very deep conversations, the men get all of the good material, but the women do talk. Doesn't qualify as a feminist movie but it passes the strict Bechdel test.
Actually now that I remember it, the young girl is taught by her parents to be relatively strong and independent, which was known in 1963 but not very common across the country.
