There is a female-bodied character, but it is a computer program with no obvious gender, and in the English version it is given a male voice. (In fact, other characters refer to it as male but state that that is an assumption.)

This movie passes the test. Firstly, the protagonist is a woman, she just happens to have a mostly cybernetic body. The team of technicians from HQ that communicates with Kusanagi are all women (tho working under the orders of Chief Aramaki). There are other women in the movie as well. The voice actress for the female lead in the English version is Mimi Woods, a woman. The film's villain, the Puppet Master, takes on the form of a gynoid (a female, humanoid robot), tho it's likely it is gender-less.

The "female technicians", in fact all the technicians/operators are androids. That's why they all look the same, act the same and sound the same (and slightly synthetic).

This is made explicit in other parts of the canon such as the animé series "Stand Alone Complex" when the operators break down.

Don't get me wrong, I love the series! But it has many of the usual Japanese hang ups about women.
