There are only two instances of female characters talking to each other. About 13 minutes in, Batgirl (Barbara Gordon) rescues a girl, and asks if she is alright, and the girl says thanks as she goes. The girl isn't named, however.
Slightly later, Veronica Vreeland talks to "Buffy, Deborah and Caitlin", three party-goers, to introduce Bruce Wayne to them. Caitlin then talks to Bruce.
This certainly doesn't pass 3 tests, and it's debatable if it passes two tests, as while Buffy, etc are named, they are very minor characters.
It definitely passes one test, as there are Barbara Gordon, Veronica Vreeland, Renee Montoya who are named and have speaking parts, although only Barbara has a significant part, the other's are minor characters.
