There is one major scene where the two major female characters, Princess Dahla (Claudia Cardinale) and Simone Clouseau (Capucine) talk with each other--albeit about how to save the man they both love from being sent to prison. Dahla also has a couple of short conversations with minor, but named, female characters. So it definitely passes 2 of 3 and might pass the third, technically.

This one is tricky. There are many named women in the movie. Two of them talk on the phone (Meri Welles and Claudia Cardinale) but one of them cant stand the other and she just listens without hearing, and the conversation is about dumb minutia. Ditto all the dinner parties where you cant really hear what they are saying, and it seems the subject is about a world famous thief, presumed to be a man.
I say its 2 out of 3.
