This movie (narrowly) passes at least the first test, and possibly all three:

There are two named female characters: Anna Schmidt (main female protagonist), and Hilda, the maid of Dr. Winkle. The Porter's wife, who is more significant than the maid (if only slightly), has a name in Graham Greene's screen story for the film: Ilse.

More importantly, there is a non-trivial conversation between Anna and her unnamed landlady (played by famous Austrian actress Hedwig Bliebtreu). This conversation is easy to overlook because: (1) The landlady does most (but not all!) of the talking (2) The conversation takes place in German w/o subtitles. ((There are also two shorter exchange between them later in the film))
The conversation is not about a man. The discussion is about the Police searching Anna's room and looking through her papers.

So if we're being very technical, then there are two named female characters, so The Third Man passes one test. If we're being less technical, and excluding Hilda because her part is minute at best, then we should include the landlady since her role is decently chunky, despite her lack of name. Including the landlady means that The Third Man passes all three tests.

So The Third Man passes either one test or three tests. Either way it isn't 0.
