Primarily female cast, all characters named and interact with each other, speaking of things that aren't related to men. Strong, independent female characters take the lead.

I feel it should be noted the movie is a continuation of the series, and even though this movie passes, the series fails the test. One of the character's entire arc is centered around her love interest. (Although that could be said for two other characters, but this love interest in question is a guy.)

uhm you do realize that sayaka was the only one of them that had a male love interest at all. also in rebellion a relationship between her and kyouko is kinda heavyly implied. just because sayaka cared a lot for kyousuke (i think thats his name i'm not sure though) it doesnt mean she doesnt care for anyone else. she has good relationships with her female friends and doesnt depend on a boy. also the other girls had entirely different arcs where no guys were involved like this.

The series absolutely passes the test - in fact, it would fail an inverse of the test. It only has two male characters, one of is never named (Madoka's father) and the other of which only exists as a plot device.
