There are at least four named female characters in this movie. They frquently talk to each other but its mainly about the male characters. There are a few very brief conversations about other subjects but maybe not enough to pass the test.

It definitely passes. Neve Campbell and Denise Richards have several back-and-forth exchanges about Neve's actions and her personal safety. Denise and her mother, who is named, discuss her missing school. The named female cop discusses Neve's whereabouts with her named grandmother.

To echo Matthew's comments: This movie definitely passes the test. Here are two examples, taken from the screenplay:

SUZIE
You're gonna fuck me over, aren't you?

KELLY
Oh, for Christ's sake.

SUZIE
You are.

KELLY
Are you retarded, or just brain dead from whiffin' fumes out there in the swamp...

Suzie's face goes hard.

SUZIE
That's what I am to you, isn't it? Swamp trash. It's what I am to everybody, just like my mom...

And later in the film:

SUZIE
I thought we were goin' to a movie.

KELLY
I think we just need to get wasted.

Suzie shrugs, gets out. Kelly gets out with her. Suzie staggers. Kelly circles her with an arm, looks nervously around, begins leading her down the beach.

SUZIE
I wanna live at the beach someday.

So there we have it: two [named] women, who talk to each other, about something besides a man. It passes the test.
