There are three named female characters, one of whom is the lead character, and a very strong character. However, I don't recall her talking to any of the named women. the only other female she talks to is a young girl who is unnamed, and their conversation is extremely brief. I don't count anything under 60 seconds.

The bartender's daughter is totally a named character (her name is Katie), and she and the protagonist have a rather definitive conversation that isn't about a man, at least not directly ("What happens if you get killed?" "I won't be around to answer your dumb questions." plus some surrounding dialogue and a hug). It is under a minute long...but so are many conversations in movies. Especially ones like this with a taciturn protagonist.
So...sans the personal one minute limit, it meets all three criteria, I think. Certainly the second, anyway.

Still, the movie is over an hour long, with tons of conversations between Ellen and male characters that exceed a minute, and yet the writer Simon Moore couldn't even muster up a female-to-female conversation that lasts more than 60 seconds? Passing movies on technicalities or one-liner conversations is like letting a guilty murderer walk because the cop who arrested them didn't read them their miranda rights. Ok, that's a bit dramatic. But surely you agree......
