Upon meeting each other, Judy Witwicky tells Mikaela Banes that she's gorgeous. 3 of 3 tests.

Agree with above comment that the two named characters do converse with one commenting on the other.

But that was in the context of meeting her as Sam's 'girlfriend', wasn't it? Does that make a difference?

Mikaela: "Hi, I'm Mikaela, I'm a- I'm a friend of Sam's." (about a man. Fail.) Judy Witwicky: "Gosh, you're gorgeous." (if you're generous in interpretation, that's not about a man, but no answer from Mikaela; the only thing Mikaela has said is about Sam. Fail.)
Judy Witwicky: "Isn't that the prettiest girl?" (Not talking to Mikaela. Fail.)
Sam: "She can hear you talking, Mom!"
Mikaela then turns to Judy Witwicky and says "Thank you." (Judy wasn't talking to her; fail; and Judy doesn't answer Mikaela, so sadly, still fail.)

There's no point where they exchange even one line apiece where both lines are not about a man. But this conversation does get them, just barely, to the two-women-talk-to-each-other point, and Judy is named in the movie.

Judy, to Mikaela: Gosh, you're gorgeous.
Mikaela, to Judy: Thank you.

That is dialogue, like it or not.

This movie passes. You people are looking for reasons to fail it, and I don't know why. You're behaving petty and giving this test a bad name.

As far as this moment of two named women talking to each other goes, its only held together by two words. "thank you" This is no more a conversation than if some random person held a door for you or said bless you after you sneeze. I think instead of the requirements being "talk to each other" it should say "have a conversation", meaning a minimum of person A saying something, person B replying and person A or C following up.
But none of that is really even the point. The whole point of the test is to decide if there are two dimensional women in the movie interacting independently of the male characters. If you follow the test, word for word, fine. It passes, but only if you also completely disregard the intended purpose of the test. This movie passes in the same way you could say an egg is boneless chicken. Your not wrong, but your also not quite right.
