There are two named female characters : Jinx and Lady Jay. They talked to each other only once to introduce themselves to each other.

In order to pass the two women are expected to have a conversation with each other. Just introducing themselves to each other does not count. It is too much of a stretch.

I feel that the test is most useful when you set the bar as low as possible, so I'd let this one pass.

But it's a shame that even in the extended cut of the film Jinx and Jaye don't get a chance to talk, Larry Hama's GI Joe comics and even the Sunbow Cartoon were very good at making the women part of the action and while owing to a huge ensemble cast it doesn't always pass the test it passes it often enough.
