There are several named female characters (although only one, Barbara Gordon, with significant dialogue), who do talk to each other, albeit briefly; but almost all of the dialogue is about a male.
Dee Dee & Dee Dee trade lines about Batman/Terry (and their fellow male badguy). Batgirl & Harley "discuss" Robin (and, tangentially, the Joker). Dana & Chelsea talk about Terry and anonymous boys (although they are discussing a "girls' night out", the focus is still either on Terry or on meeting boys other than Terry).
However, it does (barely) pass at the very end when Dee Dee & Dee Dee are bailed out of jail by their grandmother (who *is* named), being chewed out by her and telling her to shut up in response.
