Most of the conversations between Empress Phoenix, Chan or Jiang-Tai ("Mrs. Jiang") with one another are about men. However, there is a conversation in the earlier part of the film where Jiang-Tai provides Empress Phoenix with the substance used to poison her tea slowly over the years. The conversation itself fulfills the Bechdel Test, since they discuss the substance and the reward, including the Empress's gratitude, but at the very end, Empress Phoenix rewards Jiang-Tai for her espionage, and Jiang-Tai refuses saying that she did it because she hates Emperor Ping. Since the majority of the conversation deals with the poison and the Empress's reward, I would count it, but Jiang-Tai's last line in the conversation about her motivation makes it questionable.

There is another scene when Jiang-Tai and her daughter Chan argue about Chang's love for Prince Wan, which doesn't fulfill the test's specifications. However, at the end of the film, the two yell each other's names repeatedly as they fight off the Emperor's forces. That exchange is technically true, but not really "talking", so much as crying out one another's names.
