It doesn't matter if it's silent. Being silent is functionally the same as being in another language. SOME audience members can understand what they're saying. In this case, people who can read lips.

Anyway, there are at least two named female characters (Peppy and Mrs. Valentin), but I can't recall any others or them conversing at all.

Not remembering the second female character doesn't mean she wasn't there. There were four female characters whom I remember having lines; Constance (Missi Pyle's character who was George's unpleasant leading lady) George's wife (Doris) Peppy Miller, and the nurse at Peppy's house (who talked to Peppy, but only about George's condition.) The movie doesn't pass the test, but there WERE two female characters who DID talk to each other.
