The intent of the whole thing about the character being named is to ensure that the character being referred to is one that plays a major and significant role in the plot, and the mermaid in this movie certainly does that. A character does not need to have a name in order to have an identity to the audience, and she would be in the same position as far as her status as a main character even if she hadn't been given a name.

According to the logic shown here, if a girl's father names her she can't be a major female character, and any movie without humans in it automatically fails the test. I think non-human females should qualify.

On top of never having a conversation, it´s also made clear that almost every important charakter (including the other woman), except the passive Jack Sparrow and the actively disagreeing missionary believes that the mermaid doesn´t deserve a human treatment.
Furthermore, it´s actually the other woman who is behind the plan to exploit the mermaid´s feelings to the missionary to get the necessary tear out of her.
