This one is open for debate. There are two named female "characters": Paprika and Chiba. However, Paprika is an alter ego used by Chiba in her work (as a sort of dream therapist), and is not a wholly independent entity. There is a period where the dream world merges with reality, and Paprika becomes autonomous and independent of Chiba. They have a conversation at that time that has to do with the plot.
If Paprika and Chiba are considered as the same "person" for 100% of the movie, the film doesn't pass any tests.

I think it's a pass. As "characters", Paprika and Chiba are two separate persons (they are split personalities, after all). Their relationships and interactions are one of the main plot points.

Anyway, apart from the two there are no other named female characters whereas there are lots of named male characters.
