Strangely, IMDB mistakenly lists this as TV rather than a movie. (But they get it right in the storyline section, describing it as the "second Maxwell Smart movie".)
This just barely passes all three tests during a the scene near the start of the movie when 99 asks her editor Lisa about who has read her manuscript. There are no other conversations between women in the movie.
(I'm counting 99 as a named character because it was a tradition in the series that even Max didn't know her real name. This has been maintained in the movie. As far as the Bechdel test, "99" serves the purpose of a name as it's used as a name throughout the movie.)
