if I remember the scene correctly I wouldn't say that counts as two women "talking to each other". Tias question isn't directed towards Elizabeth but an entire group mostley consisting of men. I'd say it gets 1/3.

Another potential scene would be at the end of the movie, when Tia Dalma offers Elizabeth Swann a drink with the words “against the cold… and the sorrow”. I’d say that this is not directly about a man (though Jack Sparrow is the cause of the sorrow), but as Elizabeth doesn’t answer verbally, it probably doesn’t qualify as a conversation.
