There are four named women in Mewtwo Strikes Back: Officer Jenny, Nurse Joy, Misty, and Jessie of Team Rocket. No Pokemon sexes can be assumed, in spite of human voice actors.
Additionally, Officer Jenny warns trainers of all sexes (Misty included) that they should not travel through a storm because Nurse Joy is missing. Nurse Joy and Misty talk about the cruel violence Mewtwo is creating between the cloned and naturally born Pokemon. Jessie, as part of the Team Rocket mantra, talks to everyone regardless of sex. The majority of conversation in this movie does not revolve around men--really, it's all about Pokemon.

Not sure if Neesha and Miranda are named in the English dub but they are named in the credits. Women are shown to be clever, well-informed, confident and strong (or in Jessie’s case, clumsy and greedy, no positive discrimination either!).

A clear-cut example of the test passing is 57 Minutes in. Nurse Joy asks Neesha what can come out of Mewtwo forcing the pokemon to fight and Neesha replies “nothing but pain”. Near the end Neesha, Jenny and Miranda share surprise that Mewtwo's storm cleared up strangely.
