There are four named female characters in the movie:

Alex and Susi (Doug's daughters)
Pauline (counter girl at the bookie's)
"Mum O'Neil"

All of whom have speaking lines. They don't talk to each other (well maybe the twins), but it does pass the first test.

And, you're probably right that it should get 1/3, but only on a technicality. The actual screen time of these women is absolutely negligible.

I would also disagree with the previous poster that Mum O'Neil is not a name. It may not be a full, legal name but I don't think that's what the test asks for either.
