I still don't think it passes, but it's worth noting a few interactions between Penny and Georgette - at one point, when they are at the docks looking for Fagin, Penny says "Oh Georgette - I can't read this!" in reference to the map. Of course, this being a dog-human interaction, Penny gets no reply.
Penny never speaks to a human female, and Rita and Georgette's one interaction has already been noted - two lines, and it's about a male dog Georgette presumably dated.
