Virtually 100% of the few and brief interactions between two female characters imply a man.

I believe there's a shot where the leading character talks about her rights while her coworkers are in the room, but it's rather her calling out her managers than an actual dialogue.

I disagree with the rating. I think this film only passes two criteria. Although there are several named, female characters, they only ever talk about men.

-Anora, a high-priced stripper
-Lulu, another stripper and a friend of Anora
-Diamond, another stripper, unfriendly to Anora
-Galina Zakharova, Vanya's mother
-Crystal, Vanya's friend who works at a Coney Island candy shop
-Vera Mikheeva, Anora's sister
-Klara, a housekeeper for the Zakharova mansion

Honestly, it's iffy.

Anora talks to her coworker briefly about their tattoos, but I don't think the coworker is actually mentioned by name in the movie.

She also has a brief conversation with her sister about buying milk, but her sister also is not named in the film.

The only conversation that might count is when Anora introduces herself to Galina (Ivan's mother) in Russian, but it is an implicit request for her blessing for her marriage to Ivan, and Galina rejects her request to be part of the family. I would personally judge this movie 2/3 but can see why someone might treat this last conversation as passing.
