Helga briefly talks with Wilhelmina Packard while the two of them and the captain are attempting to figure out a noise. In addition Kida talks to her mother at the beginning of the movie. While the mother doesn't have a name (at least in movie itself), it's not like she's Guard #3.

The movie passes the 3 tests to me.

Helga talks to Packard at the beginning of the movie (about the leviathan's noise and about leaving the ship) and Packard answers her.

As others above have stated, this film should pass. It has multiple named female characters, and at least one instance in which two of them speak - Helga and Packard argue over the radio.

I think the rating is correct. There are multiple scenes in which multiple women talk, but I wouldn’t say they ever talk TO EACH OTHER
