At the Iceberg lounge, we are introduced to Carla who is sitting with Gil Colson. Her name is clearly shown in the ID by Batman, and then Selina and Carla have a conversation about Anika who went missing.

In one scene, Batman is spying on Selina and Anika through their window. The two women frantically are packing a bag for Anika to leave and they discuss how she needs to escape Gotham.

@Savannah - As first comment says, Selina and Carla talk to each other in the iceberg lounge about Annika. Carla is introduced by name by another character. This is around an hour into the film.

As others have pointed out, yes it technically fulfills the criteria. But its also a good example of why the official test is not a great indicator of a movie being pro-female or feminist. For the most part women are sexy playthings for the men and the story revolves around men doing things for or against other men. The women dont have a lot of agency and lets be honest, all the female characters in the Batman universe are really just sex objects. They have been since the comics of the 30's and the series of the 60's and the 80's movies and the 90's movies.
I think Maggie Gyllenhall was the first woman in a Batman franchise that was treated as an equal with agency and not a piece of meat. But that same movie also had bimbo dancing girls running off with a playboy billionaire.

In both instances both minor characters are only expressing to Selina their desire to not talk to her for fear potential danger they're both in from the same man (Falcone) they know would be willing to kill each one of them.

At the mayor's home, Selina is there because Annika told her the mayor(a man) has her passport, and when Batman asked Selina what she knew, Selina responds, "Whatever it is, it's got her so spooked she won't even tell me."

Meaning all Annika was expressing was the desire to leave the city, for fear that Falcone would come get her, after she saw the pictures of her and the mayor were being broadcasted on the news, from the photos Commissioner Gordon had emailed to all the news' reporters from his hacked laptop.

By the way, great job by these news networks for not considering blurring out her face, so she wouldn't have to eventually get choked out to death.

Even the prostitute Carla, is doing her best to avoid having any meaningful conversation with Selina, where she even says, "What, you got a death wish?", in which when Falcone asked if there was a problem, she responds by saying it was just "girl talk."

Both women are only communicating to Selina that they actually don't want to talk to her about anything really meaningful, besides the fact they would like to be left alone so they can figure out how to get away from the same man they know would actually kill both of them.
