I don't remember any of the women ever talking to each other; not even the two who cater to Dent, but those just seem to be decorations.

Its pretty typical of the first generation of comic book movies in that everything revolves around men. The women exist as either victims or trophies or just decorations. Even the supposedly strong character of Meridian Chase is reduced to a victim and for the majority of the film doesnt serve any real function. The 4th Batman movie actually does a better job with strong independent women but thanks to a lousy script most people dont remember the character development.
