At the beginning in the cafe they the two female friends great each other, how over the main comment is about appearance "Oh my god you look amazing", then while sat makes mention of her travels with the use of a "we", so could be none gendered reference. This is done in the company of one male friend, but female friend makes the reply comment to her story.
Maybe these interactions are too brief.

I haven't gone through the movie scene by scene to see what they talk about but there is a scene where Bethany & Martha talk together (non in-game too so they're both definitely female)

At the end of the dance fighting scene, Bethany turns to Martha and says, "We did it." Martha says, "let's go!"

If you don't count that because you're going by characters instead of who's controlling them, then there's this one and the end of the mandrill bridge:

Ruby: Give me your hand.
Ming: What?
Ruby: Trust me!

Not much in the way of conversation, but this movie is clearly 3/3.

Yo this is cap. First of all, Bethany and Martha definitely talk to each other in that cafe scene at the start. And secondly, Bethany also talks to little Bethany when she goes to get help.

I agree with James. This movie definitely had 2 female characters and they talked to each other. AND they both had names. I'm pretty sure it does pass the test.
