Belle talks to Mrs. Potts, plummete, an madame gaderobe about the enchantress and the castle. Mrs. Potts invites Belle to dinner. But the do discuss the beast a lot

Belle also talks to the little girl in the village and teaches her to read. The girl is unnamed, but they certainly have a conversation that is not about men (unless, possibly, that bluebird in the book was male).

One of the interesting things about Beauty and the Beast was that though the women mostly discussed the Beast, the men mostly discussed Belle (admittedly they also discussed the Beast and the curse a lot). And this is because it's a romance where you see both sides of the story. So it's kind of a special case.

I don't think it's dubious. Belle's first exchange with Garderobe doesn't mention the Beast, or any other man at all, it's Garderobe complimenting Belle's appearance and Belle refuting the idea of her being a princess. It's a short conversation, but that still counts.
The Bechdel test doesn't mean every conversation between women has to be about something other than a man, it's just supposed to be at least one, because it's such a low bar.

I think the writer meant "dubious" because the original fairy tale is hardly feminist and even the modern updating of the story leaves a lot wanting. You're right, it does pass the Bechdel Test and it is a low bar :)
