The main character, Dory, is a female fish who talks to multiple other female characters, including her friend Destiny and her mother Jenny, about friendship and family.

Steve disagreed with the rating and said:
A fish is not a woman, it's a fish.

It's about context. "Woman" here doesn't strictly mean women, but female. If it didn't, most animated films or those starring kids wouldn't qualify.

Anyway, Finding Dory easily fulfills all three. Dory, Destiny, and Jenny have several lines. They speak to each other about things other than males. There's also Becky who has a large presence but doesn't speak.

They are literally fucking fish in a fucking children's movie! How on Earth can anyone think that their sex should have a bearing on the film? You could swap the gender of literally any character and it would make no difference to the plot.

Yes, Jake, you could, which is the whole point of this site. The point is that the filmmakers made these roles /female/ even though they could have been male, thereby providing quality female characters and interaction in a mainstream film.
