If they had kept the cut scenes, then the movie would pass on all three counts, since there were cut scenes with Padme, Mon Mothma, and other Senators talking, and one of the others was also a woman. And they sure weren't talking about men.

How is this dubious? Padme and Leia are explicitly named. If memory serves, Beru is named on-screen, as well. While the female Jedi are only named in off-screen materials, we still have more than two named female characters, without any kind of contention!
One of them is literally *named* on-screen.

Interestingly enough, if Lucas had kept many of the deleted scenes, the film would have passed. There was an entire subplot stripped from the movie in which Padmé joins with early members of the Rebel Alliance, including a young Mon Mothma. In those scenes (you can see on YT) Padmé talks quite a bit about democracy & the health of the Republic with Mon.
