In this movie, we have Padmé, her handmaiden Cordé, Shmi Skywalker, Beru, and a female Kaminoan called Taun'Wee. In the beginning, Cordé is injured deadly and utters some last words to Padmé. Beru only says "I'm Beru" when she greets Anakin and Padmé. However, this is the only dialogue between women I can think of...

Padme also has a conversation with her handmaiden Dorme' before leaving for Naboo. Also, on Naboo, she has a conversation with the Queen about the Separatists and the looming political crisis.

Second-worst movie of the failogy, yet comes closer to passing this test than any other Star Wars movie (of which I believe there are only 3).

I don't think the dubious tag is necessary. Padme and Queen Jamillia talk directly to each other about Padme's safety.

Yeah, the scene with Padme and the Queen is all about politics, and whether Naboo will leave the Republic. So it passes the test easily.
