There are several women in this film, particularly Elsie and her mother. Some of the female criminals complain to each other about police raids, but in the same breath complain the male murderer needs to be caught.

Hence the "choir" of mothers delivering a kind of message at the end of the film. So there are women, they are talking (though unfortunately hardly to each other) and not about men. It’s obvious that the female roles are rather extras. Still, they pass all three criteria.

Completely incorrect. Elsie. Elsie's mother who talks to another mother while waiting for Elsie to come home and has a huge, emotionally-loaded role in the film. I seem to recall they talk about children. The female criminals, as others mentioned, and the "Chorus" of women at the end of the film, which has several key women who stand out to speak for the group and who are given prominent roles in the scene.
