The lead female role, Jenny, is an active, intelligent character, but other females are very minor characters. At least one is named -- Mrs. Pye, the lady who runs the Bulldog Diner -- but she and Jenny do not have any significant conversations. In the scene where Jenny is an extra on a movie set, she speaks to another female extra about the untalented woman who got the lead role Jenny auditioned for, but the other extra is not named, as far as I recall...besides, this dialogue is not important to the plot.

I think this does pass the test, albeit, very narrowly.

The movie extra Jenny talks to is her roommate and friend as established earlier in a brief scene in their boarding house. Irma is named by Jenny as they talk about how a less talented actress got a role Jenny (or others) were more deserving of.

This is critical to the plot, as Jenny is trying to make it in Hollywood but getting nowhere because she doesn't have such connections. She is later fired from the set due to the main character's bumbling but then the villain realizes she may have information he needs and he offers her a date and the opportunity to read for the lead in a role. This gives her the oppurtunity to uncover the bad guy's scheme and steal some plans he had of the rocket.

In short:

(1) Jenny and Irma share two short scenes together,
(2) They talk,
(3) about work and favoritism in hollywood, which directly impacts the development of the plot as Jenny then is given an opportunity to date a man she has expressed admiration for and to increase her chances in getting a leading role. This directly impacts the final act of the movie.

I can confirm what Jeff posted about the film. While it only narrowly passes, I believe it does technicality pass.
