The movie has two female characters: Fong, a mute girl who never speaks a word, but is the love interest of the protagonist, and the Landlady of Pig Sty, who is a much more active character.

I would normally consider the Landlady a named female character, because the other important characters have similar names (her husband, Landlord of Pig Sty, the Beast, the main antagonist, Doughnut the Baker, Tailor the Tailor, etc.). However, the main character, Stephen Chow, has a regular name (Sing) as do some minor characters, such as Fong and Bone, so there is reason to argue that the Landlady, as well as the other characters, could have been given actual names in the film.

Actually, if you do count the Landlady (as a major character who bears a specific identifying epithet) there is a blink-and-you'll-miss-it Bechdel moment; she and one of her tenants, Rabbit-Toothed Jane (a minor, but named, character) argue about Jane's unpaid rent and exchange insults that do not reference a male third party. Not much, and hardly a shining moment of feminism, but it fulfills the criteria.
