I don't think this passes the 3rd test. Every time the main character talks to another female, the subject of the conversation is at least in part about Howl.

Here are the conversations the protagonist Sophie has with the other female characters:


1. Sophie meets with her sister right after being saved by Howl. She talks about Howl.
2. The Witch of the Waste comes to Sophie's hat shop and curses her, telling her to give her regards to Howl. (It's a short conversation anyway, and Howl is mentioned at the end of it.)
3. Sophie is sent to the castle on behalf of Howl. She meets the Witch of the Waste on the way and they talk about her working for Howl mostly.
4. Sophie then meets with Suliman on behalf of Howl.
5. Sophie's mother stops by and tells Sophie how she just got married to a man that is very rich.

There are no other conversations in the movie between two females.

Sophie actually has a few other conversations with the Witch of the Wasteland. One of these is while climbing the palace stairs, and it's about climbing the stairs and the curse on Sophie -- Howl doesn't come up. It's not incredibly long, but I'd say that counts.

It passes the test since the beginning: in Sophie's hat shop, one of the sellers (or shop manager) asks Sophie if she wants to go out (true, it's short, but it's there). Then, when Sophie meets Lettie, they talk about Howl in the beginning, but later they switch to Sophie doing something with her life. And when the Witch of the Waste curses Sophie, she only mentions Howl at the very end. And definitely during the sequence of climbing stairs - Howl is not mentioned at all. To me, it's a clear pass.

Sophie’s Mother Also has a conversation with the women in the hat shop about Sophie’s whereabouts after mentioning she got her outfit in Kingsbury then she goes to Sophie’s door to ask her what’s wrong and Sophie tells her mother she has a bad cold and wouldn’t want her to catch it.
